The smallest region has only 2 cells, so its queen has just 2 possible spots — start there. Every queen placed eliminates its row, its column and the eight cells around it — mark them as you go.

The 2-cell region that starts at row 6, column 1 must hold a queen, and only 2 cells are possible. That queen lands in row 6.
Hint 2 — a solid foothold
Place the first queen at row 6, column 1. Cross out row 6, column 1 and the cells touching it.
Hint 3 — nearly there
Row 1's queen is at row 1, column 7. From there each remaining row has one legal cell left.
